And Spain was able to sell more than $4.2 billion in debt Tuesday. Demand was strong, even though Spain&#8217;s borrowing costs have risen in the past few weeks on concerns that the country may need a bailout.<\/p>\n<p>The euro rose to $1.3139 per US dollar in late trading Tuesday from $1.3134 late Monday.<\/p>\n<p>However, the euro dipped against the dollar this morning after the French President said a strong euro hurt exporters and should be discussed with the European Central Bank, and it looked set to stay under pressure with investors still wary of Spain&#8217;s fiscal problems.<\/p>\n<p>Traders cited selling by Swiss investors after French leader Nicholas Sarkozy said the euro&#8217;s exchange rate should be up for discussion with the ECB.<\/p>\n<p>The common currency hit a session low of $1.3087, falling around 0.3 percent on the day.
