High-level tensions behind the clean-up effort

Tensions between BP and the US administration – to be on show at the highest levels today in the meeting between President Barack Obama and the company's chairman and senior executives – are also having an effect all the way down the chain of command on the effort to fight the Gulf of Mexico spill.
